About the client:

The client CPB has been set up under the Public Procurement Act, 2006. The Board is responsible for the overall management of the organization, which has the following Vision and Mission statements.
Vision: 'Fair and transparent in the approval of every award'
Mission: 'To ensure timely and best value for money for the acquisition of goods, services and works for the public sector to the benefit of the population and the country '.


The client wanted to implement suitable system to handle the following requirements.

Establish appropriate tender procedures for the procurement of goods, services and works for public bodies and ensure compliance.
Vet tender documents and notices.
Invite tenders locally or internationally.
Examine and evaluate tenders.
Approve award of contracts.

The Finance Department currently does not use any financial system, thus all existing processes are not automated.

All financial data are presently kept on paper files and in Excel format. Hence the processes are too paper intensive.
There is no integrated data base available for quick retrieval of data.

Automated generation of reports is not possible due to lack of a reporting tool.

Process of analysis and evaluation of MIS data is time consuming and cumbersome due to lack of a management tool.
Manual intervention in maintaining entries in Excel poses operational risk.
Fixed Asset Management is done manually.
Tax and regulatory reports are manually maintained.
 
 
 
The Solution:
 
 
Through this computerization project, CPB aims to:
Computerize all activities of Finance Department
Manage internal procurement activities
Manage Fixed Assets
Manage the Bid Evaluation process electronically
Manage the approval process more effectively
Receive reports and statistics from the system

Direction studied the requirements and implemented Microsoft Dynamics NAV, comprising of the following modules:
Financial Management
Sales
Purchases
Inventory

The following were additionally implemented:
Customized Reports
Bid Evaluation process management
KPI for contract approval process
Imprest Cash management
The implementation enabled the client to get up to date information on various operational aspects of the company.
